Description:

THE DEVELOPMENT OF TECHNOLOGIES FOR ASSURANCE OF THE
U.S. ENERGY INFRASTRUCTURE

Area of Interest 1: Physical Security

The objective of applications submitted to this area should be development
and
demonstration of technologies and methodologies to protect physical
(tangible)
energy infrastructure assets. Technologies and methodologies to accomplish
and/or enhance the following would typically fall in this area:

- Hardening of assets (such as using material coatings and structural
enhancements to protect assets)

- Hiding and/or masking assets (such as using thermal masking to obscure
equipment)

- Access delay (such as using barriers, fencing or electronic shielding to
delay intruders)

- Surveillance (such as using cameras, satellite surveillance technology,
drone
aircraft, and image analysis to watch key nodes)

- Non-invasive inspection of sealed containers (such as examining the
contents
of shipping containers without opening them)

- Remote detection and characterization of damage (such as sensors to
indicate
that damage has occurred to equipment)

- Entry control technologies and methodologies (such as personnel
identification to prevent entry of unauthorized personnel)

- Perimeter monitoring (such as using vibration sensors or cables to detect

intruders)

- Analysis of data from monitors to distinguish attacks from normal
operations

- Detection of explosives (such as detecting residue of explosives on
vehicles
and personnel)

Exclusions and clarifications:
Applications to develop advanced technologies or methodologies to maintain
and
enhance the integrity and reliability of the natural gas infrastructure or
electrical transmission systems are excluded from consideration under this
solicitation, since they are addressed in other DOE programs. However,
applications dealing with the security and recovery of the Nation apos;s
natural gas
infrastructure or electrical transmission system from disruptions are
welcome
under this solicitation.
